Piercer and Owner of River City Tattoo ,Jessica has 25 years of piercing experience and was the first licensed piercer in the state. Jessica was appointed by the Governor of Virginia to the Board for Barber’s and Cosmetology as the state representative for the tattooing and body piercing industry. Jessica served as a Subject Matter expert for the Commonwealth of Virginia during the time that the state legislature pertaining to tattooing and piercing was being written. Jessica is a certified instructor for the American Red Cross.
